Mga Pilipinong nagtratrabaho sa Gobyerno, tatanggap ng PHP6,000 na Clothing Allowance ngayong 2018

Ang mga kawani ng publiko ay tatanggap ng mas mataas na clothing allowance ngayong taon na nagkakahalaga ng PHP6,000 mula sa nakaraang PHP5,000, inihayag ng Budget and Management Secretary na si Benjamin Diokno noong Miyerkules.

“Approximately PHP1.12 billion has been allocated under the miscellaneous personnel benefit funds for this,” sinabi ni Diokno sa isang briefing.

“It’s about time to increase it (clothing allowance) to PHP6,000 and we’re going (to do) it this year,” dagdag pa nito.

Para sa mga susunod na taon, ang uniform/clothing allowance (U/CA) “shall not exceed the amount authorized under the pertinent general provision in the annual GAA (General Appropriations Act),” sinabi ng Department of Budget and Management (DBM) sa isang Budget Circular na inissue noong Marso 8,2018.

Sa ilalim ng nasabing Circular, “civilian government personnel occupying regular, contractual, or casual positions; appointive or elective, rendering services on full-time or part-time basis will get the higher clothing allowance.”

Ang allowance ay ibibigay sa mga “who are already in government service and are to render services for at least six months in a particular fiscal year, including leaves of absence with pay.”
“If funds in GOCC (Government-Owned and Controlled Corporation) or LGU (Local Government Unit) budgets are not sufficient to implement fully the U/CA authorized for the fiscal year, the U/CA may be granted at lower but at uniform rates for all qualified personnel,”.

Ipinaliwanag ng Circular na ang U/CA ay maaaring ipagkaloob sa form of uniforms na nakukuha sa  pamamagitan ng isang proseso ng pag-bid, sa anyo ng mga materyales sa tela at salapi upang masakop ang mga sewing/tailing costs, at in cash form para sa mga hindi kinakailangan na magsuot ng prescribed uniforms.

“As far as practicable, such uniform/clothing shall use Philippine tropical fibers pursuant to R.A. No. 9242, s.2004,”.

Ang mga sapatos ay hindi sakop sa ilalim ng U/CA “unless provided for by law,” pagdaragdag ng pagiging epektibo ng Circular “shall take effect immediately.”
