Netizen strikes back at Lagman over Imelda comment: 'PANAY ANG HIRIT MO, KAMUSTA NAMAN ANG MGA KASO MO?'

Netizen and an independent consultant Adolfo Mortera blasted former Albay Representative Edcel Lagman who said that resolved to consider Imelda Marcos' age and health in her arrest "has no legal basis."

Lagman on Tuesday, debunked the remarks of Philippine National Police (PNP) Director General Oscar Albayalde about the looming arrest of the former first lady, Imelda Marcos.

The opposition congressman said that Marcos' old and health are "non-issue" on her conviction of graft by the Sandiganbayan.

“No law or jurisprudence exempts a felon from arrest or incarceration due to old age,” Lagman said in a press briefing at the House of Representatives.

With this, Mortera, in a Facebook post  hits back at Lagman saying;  "PANAY ANG HIRIT MO NA IKULONG SI MELDY. KUMUSTA NAMAN ANG MGA KASO MO SA PAGNANAKAW? IPOKRITO!" 

Mortera, a UP graduate and a supporter of President Rodrigo Duterte, was referring to the case of Lagman and his daughter, former Mayor Krisel Lagman-Luistro, who have been charged of  Graft and Malversation at the Office of the Ombudsman in 2016.

The 'pork barrel'

The case was filed before the office of the Ombudsman by Hernando Bruce, a bishop of Jesus Miracle Crusade and Roberto Barcela, a chairman of Barangay Bonga in Bacacay, Albay for alleged misallocation of Lagman's Priority Development Assistance Fund (PDAF) or "pork barrel" amounting to almost P200 million.

"Citing a Special Audit Report of the Commission on Audit (COA) released in 2012, the complaints said Lagman, 2007 to 2009, allegedly diverted P86 million of his PDAF for various projects outside his legislative district such as in Quezon City, Pampanga, and Nueva Ecija" a GMA News article back in April 2016 stated.

CoA report also stated that the complainants said the disbursements of Lagman’s PDAF for the said procurements were not supported with necessary documents such as;

"proof of request from end-users; proof of evaluation on the need to provide assistance; receipts for the procurement of furniture amounting to P124,100; proof of approved sports program or any document authorizing the conduct of any sports event, and proof of distribution to the end-users of tokens, medals, trophies, food subsidy and other items procured."

“Respondent Lagman released the funds without first determining whether or not assistance in these projects was, in fact, necessary….Respondent Lagman-Luistro as beneficiary and/or implementor of the said projects did not have any supporting documents showing that the funds were properly liquidated, and were spent for the benefit of the intended beneficiaries,” the complaint also read.

In a separate article, published by DzRH news, the complainant, Bruce alleged that Lagman's PDAF was used for the construction of their mansions in Bicol and Quezon City and recourse it through fake lending and scholarships.
