Manila, Philippines - President Rodrigo Roa Duterte has recently voiced out his determination to make the Reserved Officers Training Corps (ROTC) program mandatory for students.

In a speech last Thursday, November 22, he called on Congress to pass a law which would require ROTC training for grade 11 and 12 students.

On mandatory ROTC

"I likewise encourage Congress to enact a law that will require mandatory ROTC for Grades 11 and 12 so we can instill patriotism, love of country among our youth," the chief executive said

Meanwhile, other netizens can’t help but scoff and criticize this proposal of the president saying that the latter even proudly shared what he had done so he could avoid the drills.

On Twitter, several netizens also shared an article written by Rappler about Duterte’s speech back in July 2017, where he recalled faking his medical results to be exempted from ROTC.

ROTC exemption

The president said that he learned that he could be exempted from attending ROTC when he went to the Registrar’s office before his graduation.

“Sabi ng payat doon na assistant registrar, ‘Hindi ka makasama kasi wala kang ROTC.’ ‘So anong buting gawin ko?’ Sabi niya, na ano, ‘Ano bang exception?’ ‘May TB ka. May sakit ka. Handicapped,'” he recalled.

The chief executive also shared that he had to bribe a patient at the San Lazaro Hospital to put his name on the X-ray form.

“‘Yung isa kinausap ko, sabi ko, ‘Halika. Gamitin mo itong pangalan mo ha. Rodrigo Duterte. Ilagay man nila ‘yan doon sa x-ray. Makita ‘yan. Bigyan kita isang libo,'” he said.*

Duterte reportedly submitted the tuberculosis patient’s medical exam results to the school to avoid ROTC. He recalled coughing to make his bluff more realistic.

“That’s how I got to complete my law school,” the president said

Netizens reaction

This statement from the president earned criticisms among the social media users.

"So Duts wants Congress to enact a law requiring senior high schools students to undergo the ROTC program. Pero di ba siya mismo ang pumeke sa records niya sa Lyceum para ma-exempt sa ROTC program?" a certain JC Punongbayan said on Twitter

"He really doesn’t know how to walk the talk! Ipilit ang ROTC when he tricked his way out of it! — Duterte shares the trick that got him out of ROTC" a Twitter user under the name of GreenLioness said
