The drawbacks of the Aquino government continue to resurface out of nowhere as former Solicitor General Florin Hilbay takes a swipe at the alleged ‘shortcomings’ that gave the previous administration a bad name.

Despite being endorsed by former President Noynoy Aquino himself, Hilbay, one of the Senatorial aspirants from the opposition bloc for the 2019 Elections, revealed during a segment in DZMM Teleradyo on Tuesday, Aquino’ admins’ alleged communication problem ‘more than anything else.’


In a question and answer portion of IKAW NA BA: The DZMM Senatorial Candidates' Interview, along with other Senatorial candidates, Hilbay told, “Sa tingin ko po, its a communications problem. More than anything else.”

When asked about the Aquino admin’s biggest failure, the former SolGen explained, “Marami po silang mga nagawa pero hindi nila masyadong naipaalam doon sa iba't - ibang mga sektor yung kanilang nagagawa kaya naman kung titingnan po natin ang numero ng ating ekonomiya noong panahon ng dating administrasyon, maayos naman po yung numero, tumaas ang reserba ng pamahalaan, bumaba yung level ng corruption. Ngunit kung hindi mo ma-icocommunicate, maipapahayag sa mamamayan 'etong mga ginagawa mong ito, pwedeng makalimutan nila agad yung mga nagawa, sa tingin ko merong elemento ng communications issue yung mga nagawa - kailangang maipahayag sa mga mamamayan.”

Former Presidential Spokesman Edwin Lacierda immediately took to Twitter his argument to defend his communication team from Hilbay’s supposed allegation, saying that taking credit for other people’s work was the least they could have done.

“President Aquino’s administration may not have communicated as assiduously all the achievements as it should have but one thing we do not do is to claim credit or victory for the work of what other people did,” Lacierda tweeted on Tuesday, December 4, 2018.

Former Deputy Presidential Spokeswoman Abigail Valte also did not hold back and decided to take part unleashing a barrage of tweets berating Hilbay.

“We were far from perfect. Mistakes were made. I don’t speak for myself but am standing up now to defend the service of my colleagues and family, the young women and men behind OPS-PCDSPO,” Valte tweeted initially.

“If @fthilbay finds himself in a less than desirable place in the surveys, there are many ways available to him to improve that standing,” she exclaimed.

Valte also told Hilbay that criticizing the previous administration won’t get him anywhere than only a handful of votes in the Elections.

“Taking a swipe at the work of our team in order to establish a measure of independence from the Yellows — or the former president, for that matter — is not one that will get him votes,” Valte said.

“Believe me when I say that I did not want to air this publicly. I’ve avoided friction as much as I can. But using our team’s work in a public forum is not something I will let pass. Good luck to you, Sir,” the former spokeswoman added.

Gerry Baja: Para sa inyo, ano ang sinasabi ng Konstitusyon para sa DAP at PDAF? Disbursement Acceleration Program at Priority Development Assistance Fund?

Hilbay: Well, nadesisyonan na po ng ating Korte Suprema na diniklara na unconstitutional yung PDAF. Pero kung makikita niyo po, iyong aksyon ng Korte Suprema ay malinaw na kulang pa. Dahil ang tunay na solusyon sa problema ng Pork Barrel ay nasa Kongreso mismo. Nasa political branches of our government.

Kaya naman po napaka - importante na magkaroon ng tunay na partisipasyon ang mga mamamayan sa paggamit ng budget, sa tingin ko po, iyon talaga 'yung problema. Kaya naman po nagagawa 'yang Pork Barrel na 'yan na iba - iba yung itsura - dati CDF (Countrywide Development Fund) na naging PDAF.
