Former judge's daughter slams pro-Liberal Party page Oras na, Roxas na anent its post against Duterte

Oras na, Roxas na did it again!

In yet another blow against President Rodrigo Roa Duterte, the pro-Liberal Party page Oras na, Roxas na hits on the Duterte government anew.

This time, about the incumbent's budget management.

Thankfully, Presidential Communications Operations Office (PCOO) Undersecretary Lorraine Marie T. Badoy is there to save the day.

In a Facebook post, PCOO Usec. Badoy, the daughter of the former judge Anacleto Badoy Jr., explained every single detail about the budget spent by the Duterte administration, causing it to balloon to a whopping Php17,900,000,000. Far higher than the previous administration's P1,104,300,000

According to the PCOO exec, majority of the budget, or the 15.46 Billion of that 17.9 Billion, was used by the government in 2017's ASEAN summit when we hosted the big event.

'What they don’t tell you is that 15.46 Billion of that 17.9 Billion was appropriated by the Department of Budget and Management in its approved budget for a “Special Provision” –the ASEAN Related Hosting and the ASEAN National Organizing Council and intended to cover the expenses for the leaders’ summit, the senior officials’ meeting, as well as activities for the 50th founding anniversary of the ASEAN in 2017', the Usec said.

The same mentioned that the said expenses was a one-time occurrence.

'The ASEAN Hosting Activities is a Non-Recurring Item, coinciding with the 50th founding anniversary of the ASEAN. What this means is that this is a one-time expense and not expected to be a part of the OP Budget from now on', Usec. Badoy added.

'This 15.4 billion was then DIRECTLY RELEASED to the following agencies; OP, DOT, PCOO, DTI and DILG. NONE of it passed through the hands of the President', she continued.

This was a post created by the Oras Na, Roxas Na. page comparing the budgets of the Office of the President between 2 presidents—Pres. Noynoy Aquino and Pres Rodrigo Duterte. And it has gone somewhat viral.

Take away the tacky optics, and what this malicious post means is that the budget of the Office of the President when Noynoy Aquino sat in office was in the area of 1.1 billion.

With Pres Duterte it was 17.9 billion, a whopping 1627 % increase.

None of this was hidden from anyone but was, in fact, a most transparent process, open to anyone who so wished to study it.

This 15.4 billion was then DIRECTLY RELEASED to the following agencies; OP, DOT, PCOO, DTI and DILG. NONE of it passed through the hands of the President.

This amount then explains the increases in travelling expenses, communications expenses, professional services and representation expenses. All used for the ASEAN Hosting.

AND ALL SUBJECT TO AUDIT BY THE COMMISSION ON AUDIT.

Take away the 15.46 billion budget for the ASEAN hosting, the Office of the President Budget for 2017 then stands at 2.9 billion, an increase of just 54.5% (not the mindblowing 1627% increase this malicious post purports to show).

Meanwhile, the P2.5 billion Intelligence/Confidential Funds is to sustain the campaign against illegal dr*gs, which was also released by the DBM to enforcement agencies. Again, NONE went to the hands of the President.

ALL expenditure items are subject to review by the Commission on Audit (COA), ensuring the prudent use funds.

There are no irregularities nor any impropriety involved here.

None.

ALL FUNDS ARE SUBJECT TO AUDIT BY THE COA.

The correct process was followed with the President proposing the budget for his office to Congress.

Congress then approved it.

And all funds released—people’s money—will be subjected to audit by the Commission on Audit.

That, my dears, is the Duterte Way: CLEAN, TRANSPARENT, ACCOUNTABLE.
