Journalist Yen Makabenta in his article for the Manila Times, said that if President Rodrigo Duterte wants to end  the confusion and quarrels within his majority party/coalition in Congress, or to shut down the senatorial hedging on his legislative agenda, he can achieve both in an instant with one strategic move: make his own political party.

He said that the president could announce to the nation that he intends to establish his own political party and coalition for the forthcoming battles of his presidency, namely.

He said this would solve the battle in Congress for his legislative agenda of Charter reform and priority legislation, especially Train 2, wherein not a single senator wants to sponsor his vital tax reform legislation.

He said that should Duterte form his own party, Congress will line up to join.

Makabenta said that the possible outcome would be that reelectionist senators will have a sudden change of heart and fall behind the president, ready to march in step. TRAIN 2 will suddenly have a sponsor. Senate President Sotto will shut up, anxious to avoid Alvarez’s fate, and that charter reform could have new hope in the Senate.

House Speaker Pantaleon Alvarez was ousted last week and replaced by former President Gloria Arroyo, with word that Presidential daughter and Davao City Mayor Sara Duterte was behind the ouster.

He said Alvarez' ouster is a classic example of how Duterte's own poli party would work.

"The move that toppled Pantaleon Alvarez as Speaker of the House of Representatives actually contains the model for a successful Duterte founding of his own political party or coalition. Begin with the alliance of the three women leaders: Davao City Mayor Sara Duterte-Carpio; Former President Gloria Macapagal-Arroyo; and Imee Marcos of the solid North. These three leaders galvanized in no time a formidable majority to force a change of leadership in the House," he siad.

Duterte himself can quickly marshal the forces for a credible and formidable political party-coalition in Congress and for the elections in 2019, just building on these bases.

He said to add to it the Nacionalista Party of the Villars and the party of Gwen Garcia in Cebu.

"Once the party is formed on DU30’s instructions, who is the politician who will not want to belong to this banner?"

"The clincher I foresee for this power play are two: DU30 should open the party for membership by individual citizens, not just by politicians. It will then grow from the grassroots up, and  DU 30 will prepare his own Senate slate for the 2019 elections. He will gun for support for a sweep of all 12 Senate seats, which will secure the necessary majority in the Senate. Campaigning hard on a program of reform, DU 30 could get a mandate for Charter reform in next year’s elections," the journo said.
