Manila, Philippines – Newly appointed Chief Justice Teresita Leonardo De Castro commits to be transparent and simple as the new judiciary head.

According to an article by Manila Times, De Castro said she would not use the controversial luxury vehicle left by her ousted predecessor, Maria Lourdes Sereno, which has remained impounded at the Supreme Court (SC) since June.

“I don’t intend to use that (Toyota Land Cruiser),” De Castro said

The newly appointed chief justice said that the court en banc would have to discuss what to do with the P5.1-million Toyota Land Cruiser vehicle purchased as Sereno’s service during her stint as CJ.

Reportedly, none of the justices wanted to use the luxury car, with some even joked that it was “jinxed”.

An option to auction it is being considered.

The Toyota Land Cruiser is at the parking area of the court compound in Taft Avenue, with some dents.

Earlier, it was also reported that the Commission on Audit (COA) found irregularities in the purchase of the said vehicle.

The COA said the purchase of the Toyota Land Cruiser, which was worth P5, 110,500, was a violation of Government Procurement Act or Republic Act 9184 and its Internal Rules and Regulations because only Toyota Makati joined the public bidding for the procurement of the vehicle.

De Castro stressed that there must be transparency in terms of the appointment process in the SC.

“I want clear rules on appointment, by having clear guidelines in our resolutions,”  De Castro told Manila Times

The newly appointed CJ is set to retire on October 8, thus, she only has 41 days to serve the judiciary. *

President Rodrigo Duterte followed the late President Corazon Aquino’s footsteps in making the shortest appointment to the SC as Chief Justice.

De Castro took her oath today, Tuesday, August 28, 2018 before the Supreme Court en banc at 10:30 a.m.

She is also considered as the first female Philippine chief justice, after Sereno was found to be "de facto" officer who is ineligible to hold the same position "for lack of a constitutional qualification."
