PCOO exec breaks her silence, explains the non-coverage of PTV 4 on Senate hearing anent COMELEC's election fraud

Senate hearing on Commission on Election's (COMELEC) supposed election fraud committed despite being a controversial issue that it is and a big story to cover, PTV 4, one of the administration's platform to convey  to the public the significant events in the government, was not able to feature such.

This sparked outrage to some netizens as it made them eager to not miss a thing on the case as it progresses. However, as their Facebook post suggests, they cry foul because the government's very own news source unfortunately failed to provide live coverage.


The mainstream media were also unable to feature the said hearing which no longer surprised the Filipino public.

Inevitably, there are people who expressed their dismay on social media about what happened. Hence, much have been said about the government-owned news channel's failure to cover, with some going to as far as badmouthing the executives of the Presidential Communications Operations Office (PCOO).

One of them is its Undersecretary Lorraine Marie T. Badoy, apart from Secretary Martin Andanar. 

In one her Facebook posts, the doctor-turned-PCOO-official hits back to some people who suspect her to have a hand on the incident as they insist to link her to Leni Robredo whom she voted as Vice President last 2016 elections.

"There are rumors swirling about that it was I who stopped PTV 4 from covering the Senate hearing on election fraud. And the reason given is—hold on to your hats—because I love Leni", she started.

Shocked, the pro-Duterte official said, "Hard to believe but yep, that’s the lie being passed around".

In addition, she enumerated 4 steps that  according to her — were rumors started by the usual 'PCOO rejects' as she called them or those who failed to get a job with her department:

Step #2 Hate ko daw si Bongbong Marcos.
Step #3 Ergo ayoko mabuko si Leni sa pandaraya nya. (Helloooo PINAKAANTAY KO YAN NO. LOLL)
Step #4 Kaya sinabi ko daw sa PTV 4, “HEP HEP HEPPP Go no further! Di kayo pwedeng magcover ng Senate Hearing. LAB KO SI LENI!”

"These rumors were started by the usual PCOO rejects —those who tried to get a job with PCOO (and other govt agencies pero wala talaga. Reject after reject.) but were found terribly wanting—and since then have made it their life’s mission to make it seem they know better than us how to get the job done and how terribly inept we are at ours", Usec. Badoy explained.

Later, she mentioned that those who spread those lies don't do even 'the minimum research needed' for them to be aware that PTV 4 is manned by a General Manager who takes charge of running the said channel independently.

"They won’t do the minimum research needed so they, at the very least, know that PTV 4 has a General Manager who is in charge of it", she said.

"Or that the PCOO does not have a direct hand in the running of all its attached agencies (PTV4, PBS, PIA, PNA, NIB etc) so they are independent of us in their organizational, administrative and financial policies. PCOO merely performs oversight functions", she continued.

According to the staunch Duterte supporter, this is clearly defined in Sec. 14 of RA 7306.

The undersecretary then stated that PTV 4 is being headed by its Network General Manager, Dino Apolonio who is "responsible for the proper administration and management of the Network".

Explaining why the Senate hearing on election fraud wasn’t covered by PTV 4, she said, "Senate hearings, as a matter of course, are not covered by PTV 4 or even mainstream media".

"On that day, July 31, Senate beat reporters were told Senate President Tito Sotto was merely going to deliver a privilege speech. So the majority of them were caught off guard", she added.

Further, the latter cited that the cost and resources for covering these hearings have been some of the factors that might have been considered by PTV 4 as the 'cost and resources' needed are not something that even the 'reeech networks' can afford, let alone the government owned network.

"The cost and resources needed to cover these hearings—day in day out is not something even the reeech networks can afford—what more us?Put simply, there is no money to cover Senate hearings regularly", the Usec said.

Nonetheless, in closing, Usec. Badoy promised that the PTV 4 will be at the next Senate hearing to provide live nationwide coverage.

O diba? Parang teleserye lang? O dba, ginagawa kayong tanga ng mga sinungaling na bayaran na pinaniniwalaan nyo?

They fail to mention one important thing: how the President continues to trust Secretary Martin Andanar and we whom he has asked to join in his official family while at the same time keeping these pathetic know-it-alls at arm’s length.


Even though they make it seem like they’re chummy with the President. Or that he heeds their counsel (feeling close LOL). When in reality, he’s seen them twice or thrice at most. And words he’s said to them when he was just being polite to them they now call ‘advice’.

The funny thing about these bashers is how they not only disrespect us as human beings but disrespect the public who read the trash they write.

This is why each attached agency of the PCOO is headed by a General Manager/Executive Director.

PTV 4 in particular, is headed by a Network General Manager, Dino Apolonio. Who is “responsible for the proper administration and management of the Network..”

The clarity of the delineation in this relationship is defined in Sec 14 of RA 7306.

So no, I have not interfered –nor even talked to GM Dino Apolonio about matters that are of no concern of mine. In truth, I have just been to PTV once in all these months I have been with PCOO (and it was just for makeup for an interview).

There is a simple reason for why the Senate hearing on election fraud wasn’t covered by PTV 4 and it is this: Senate hearings, as a matter of course, are not covered by PTV 4 or even mainstream media.

We hear you, however, and we share your pain. No one is probably more pained than we are at missing the big story.

We will make it up to you however and PTV 4 will be there Monday to cover the Senate hearing on that day.

In closing, let me just say this: yes we are your public servants and yes there are resources available to us that are never enough.

But for the next 4 years, we will run this race with our President. Nothing and no one can stop us—more so these unprincipled, arrogant nincompoops who’ve done nothing of worth for country and yak endlessly.

His trust in us is precious. For as long as he continues to give it to us, he has us 100%.
