Former Philippine National Police (PNP) Chief and Senator Panfilo Lacson on Sunday, urged the public to refrain from drawing NEGATIVE and PREMATURE conclusions in the country’s dealings with China, more particularly on the issue hounding the West Philippine Sea.

Lacson believes it is unfair to fabricate accusations, not until the government’s Executive Branch finalizes the Memorandum of Understanding (MOU) signed during Chinese President Xi Jin Ping’s visit to the country last week.

In an interview with Super Radyo dzBB, Lacson said it is too “premature” and “cynical” to falsely conclude that the President already yielded the country’s rights and sovereignty over the West Philippine Sea when the government approved of the 29 Bilateral Agreement.

"Hindi pa natin nakikita 'yung nilalaman, may conclusion na agad tayo na dehado ang Pilipinas, nadaya, pinamigay. Anong basehan? Basahin muna natin kung ano 'yung pinirmahan ng mga department heads, ng mga Cabinet secretaries," Lacson explained.

"Hintayin muna natin ilabas bago tayo mag-conclude. At kung may makita tayong medyo dehado nga e saka tayo magsalita," the Senator added.

Lacson also noted that the MOU is at this stage “a mere convergence of will or desire between parties to follow a common line of discussion.”

Among the 29 Agreements signed was an MOU on Cooperation on Oil and Gas Exploration, which Department of Energy (DOE) Secretary Alfonso Cusi said it was meant to attain a “solution on how we can enjoy the resources” in the West Philippine Sea.

Copies of the Agreements have already been sent to the office of Senate President Vicente Sotto III for his perusal.

Should a resolution emerge to evaluate or to intervene with the Agreements, Lacson said it may be escalated to the office of Senate Committee on Foreign Relations, headed Senator Loren Legarda.

Phils - China MOU an ‘Act of Treason’

Meanwhile, Communist Party of the Philippines founding Chairman Jose Maria Sison claims that the signing of the Bilateral Agreement on Oil and Gas Development with China is a “clear Act of Treason” on the part of President Rodrigo Duterte.

In a statement issued on Saturday, JoMa Sison said, "The signing and approval of the Memorandum under the direction of Duterte is a clear act of treason, a blatant betrayal of the sovereign rights and national patrimony of the Philippines and the Filipino people."

"While it is still arguable that the Memorandum is still merely an 'agreement to agree,' the Philippines and the Filipino people must effectively reject the Memorandum," he added.

Sison mulled that the Memorandum only downplays Philippines’ victory over China in its Arbitration Case on the West Philippine Sea last year.

He also said that China can easily say the Philippine government has “waste-basketed” the final Arbitral Ruling indicating that the marine and mineral resources found in the disputed WPS belonged to the country.

Sison urged that it is only appropriate the the nation and its people should ACT accordingly to NULLIFY the memorandum.

"Otherwise the traitor Duterte and his subalterns will commit more crimes of treason under the rule of confidentiality agreed upon in the Memorandum," Sison said.

"This is a confidentiality serving the traitors and thieves at the expense of the Filipino people who are kept in the dark and subjected to surprises by fait accompli," the Communist Party Chairman said.
