Sen. Lacson claims 2 House members got billions worth of ‘pork’

At least 2 members of the House of Representatives received BILLIONS – worth of ‘pork’ allocation, according to Senator Panfilo Lacson, stressing the requisite of carefully scrutinizing the proposed 2019 budget.

In a statement given to reporters, Monday night, Lacson said, “May nakita na kami. May congressman na nagkaroon ng additional P1.5 billion. May isang congressman o sabihin nating congresswoman na nagkaroon ng P1.6 billion additional. So puwede ba pabayaan namin nang ganoon yan?”

Lacson maintains that such arguments should require the chamber to check on the General Appropriations Bill approved by the House.

“Siyempre scrutinize namin para malaman namin tama ba ang ginawa nila at meron bang violation ito sa Supreme Court ruling na nag-outlaw sa pork barrel? And I would say yes, may violation. So papayagan ba namin mabuhay muli ang pork barrel? Siyempre hindi,” Lacson maintained.

The Senator was referring to the 2013 Supreme Court decision proclaiming the Priority Development Assistance Fund (PDAF) as UNCONSTITUTIONAL.

When asked about revealing the names of the lawmakers, Lacson answered nothing but the negative.

“Yes. Once we find out who got how much, siyempre sa interpellation lalabas ‘yan just to prove my point na ginalaw nila ang GAB-1 (General Appropriations Bill 1) because GAB-1 effectively is NEP (National Expenditure Program),” the Senator replied adding that there was another ‘pork’ allocated to some House members amounting to P4.9 Billion.

“There’s another P4.9 billion na ginalaw din nila at nai-park kung saan-saan. And we will show during interpellation na uniform ang amount ng farm-to-market roads. Anong ibig sabihin noon? E di na-distribute na sa mga congressmen,” Lacson asserted.

“Now pray tell papabayaan ba lang namin ‘yan na sige, para lang maipasa natin ang budget before yearend, bayaan natin ang House version? No way,” the former Police Chief added.

The Senator previously claimed that he received initial, substantial reports that each Solon would be given P60 Million, supposedly coming from the amended allocation for the Department of Public Works and Highways (DPWH) amounting to P51 Billion.

Lacson is compelled not to impede with the approval of the 2019 Budget but will guarantee that it is ‘pork – free’.

“Hindi haharangin. I-scrutinize kasi ang dami nilang ginalaw sa House from the NEP na gusto namin maliwanagan bakit,” Lacson said.


With barely a month remaining before the year ends, the Senate on Tuesday, December 04, began its plenary deliberations on the proposed P3.7 Trillion budget for 2019.

Senate Finance Committee Chairperson Loren Legarda, in her sponsorship speech, admitted that the Senate is ‘pressured’ to pass the budget before the beginning of next year.

“While pressed for time, we shall nevertheless perform our duty to pass a budget that is geared towards our collective desire to provide our people with programs and services that would usher in personal growth, community development, and national progress,” Senator Legarda said.

Should the proposed budget fail to be passed on its required time, the government would have to maneuver under a re-enacted budget for the next year.

The House of Representatives came late in approving the 2019 General Appropriations Bill (GAB) for next year. The Chamber only approved the 2nd reading on October 3 and managed to pass the final reading only on November 20.
